About SHPOUL

Sound Humanitarian, Participatory and Organizational Uplift (SHPOUL) is a nationally recognized Afghan NGO established in 2007 with a mission to empower vulnerable communities through participatory, multi-sectoral programs that promote peace, equity, and resilience. Operating in several provinces, including Nangarhar, Kunar, Nuristan, Herat, Balkh, Kabul, and Laghman, SHPOUL implements impactful humanitarian and development interventions that prioritize dignity, inclusivity, and local ownership. Our assistance targets women, children, persons with disabilities, internally displaced persons (IDPs), returnees, and crisis-affected host communities. SHPOUL ensures that people remain at the center of its programming, with communities engaged at every stage of assessment, design, implementation, and monitoring to ensure interventions are locally owned and contextually appropriate. Coordination with relevant humanitarian clusters, including FSAC, WASH, Education, ES/NFI, Protection, and Health, strengthens our alignment with national strategies and global humanitarian standards. Reflecting the findings of the 2025 Humanitarian Needs and Response Plan (HNRP), which highlights that millions of Afghans face acute food insecurity, limited access to safe water, inadequate healthcare, and restricted education opportunities – particularly for women and girls – SHPOUL tailors its programs to address these urgent needs.
